William is the Founder Director of Talk About Local a small public service company that helps people find a voice online for their community.

William was a civil servant for 15 years – during that time he was the technology policy advisor to Prime Minister Tony Blair, chaired the OECD group of experts in e-government, commissioned the then world-leading Power of Information Review on a modern approach to using government data, wrote the first government IT strategy for over 20 years and played a key role in the modernisation of government IT under the first government CIO.

William is a board member of Online Centres Foundation and uses the web to support grass roots campaigns in communities.  William advises the government on open data through the Crime and Justice and Local Government Transparency panels.
